I'm using the debian sarge pytone package (version 2.1.3-1), and have an annoying problem with mono ogg files: they're played at double speed.
My former favourite media player, XMMS, is doing them at regular speed, but ogg123 (from vorbis-tools) has the double speed problem, too.
I have no idea how to track down the problem any further. Has anyone a suggestion?

Yep, you're right, libogg (as opposed to libmad) really returns a mono pcm stream for mono files. While this is of course the correct behaviour, it requires that we create a pseudo-stereo stream by ourselves.
I've just implemented this "doubling", so the next version should be able to deal with your files properly.
